Memorandum on Organization of the Liaison
Office between Institute of Fluid Science,
Tohoku University, Japan and Faculty of Physics,
Moscow State University, Russia
September 19, 2001

On the basis of the agreement about cultural, educational and scientific cooperation between Tohoku University, Japan and Moscow State University, Russia, signed on February 19, 1998, by President of Tohoku University and Rector of Moscow State University, Institute of Fluid Science, Tohoku University and Faculty of Physics, Moscow State University came to an agreement to organize the Liaison Office. Institute of Fluid Science, Tohoku University and Faculty of Physics, Moscow State University arrive to the agreement as follows:
1. To promote cooperation between two institutions Institute of Fluid Science, Tohoku University will establish the Liaison Office at Faculty of Physics, Moscow State University.
2. Faculty of Physics will provide necessary office space for the Liaison Office. Institute of Fluid Science will defray expenses associated with the organization and maintenance of the Liaison Office.
3. The Liaison Office Joint Advisory Council will be organized for management of the Liaison Office and rendering assistance on joint research activities.
4. Head of the Liaison Office will be engaged and appointed from professors of the Institute of Fluid Science.
5. This memorandum is valid 3 years; it will be renewed automatically for the next 3 years if neither Institute of Fluid Science nor Faculty of Physics announces termination of its validity six months before the expiration of the period of validity. Modifications and additions of this memorandum could be made after mutual agreements when necessary.
6.In future to promote cultural, educational and scientific cooperation between Tohoku University and Moscow State University the establishment of the Liaison Office of Tohoku University in Moscow State University is assumed.
7. This memorandum is made in duplicate in Japanese, Russian and English, all being equally authentic.
