The minutes of the Liaison office
Joint Advisory Council meeting

Time and place of the meeting: The meeting took place at noon on September, 21 at the Liaison office.

Those present: Tohoku University - Prof. J. Tani, Prof. T. Takagi, Mr.Y. Kitamura, Mr. M. Ito, Mr. N. Sasaki; Moscow State University - Prof. V. Trukhin, Prof. A. Vasilev, Prof. A. Vedyayev; Liaison office - Ms. Vasil'eva Vera.

Welcome: The members of the meeting greeted each other and expressed good will to collaborate.

Questions discussed:
1. Copies of the bylaw were distributed to all members of the meeting. The Bylaw of the Joint Advisory Council was discussed, amended and signed by Prof. J. Tani, Director of the Institute of Fluid Science, Tohoku University and Prof. V. Trukhin, Dean of Faculty of Physics, Moscow State University.
2. The Chairman of the Joint Advisory Council was chosen, and Prof. J. Tani was the one to take this post.
3. The members of the Joint Advisory Council were named: from Japanese party - Prof. J. Tani, Prof. T. Takagi, Prof. H. Nishiyama, Mr. M. Ito; from Russian party - Prof. V. Trukhin, Prof. A. Vasilev, Prof. A. Vedyayev and one more member, allegedly a vice-dean of Faculty of Physics.
4. The usage of the Liaison office was defined. It was decided that the Russian party will offer the office space and will provide its maintenance and utilities. The cost for these office space, maintenance and utilities will not be charged to Tohoku University. It was also decided that the Japanese party will pay for the equipment for the Liaison office. Tohoku University will start the preparation of the Liaison office of Moscow State University in Tohoku Univeisity.
5. The first tasks of the Liaison office were determined: creation of a homepage and distribution of information about the possibilities of collaboration between two institutions among the staff of the two universities.
6. A possibility of the visit of three Russians professors (Prof. V. Trukhin, Prof. A. Vasilev and Prof. A. Vedyayev) to Japan and of the next Joint Advisory Council meeting in Sendai was discussed and the preliminary date was called - end of November or beginning of December, 2001.

At the end of the meeting the members of the Council expressed gratitude to each other for the efforts they were taking in promotion of collaboration between the Institute of Fluid Science, Tohoku University and Faculty of Physics, Moscow State University.
