The minutes of the Second Liaison office
Joint Advisory Council meeting
Time and place of the meeting: The meeting took place on December 5, 2001 (Wed) at 10:00-11:30 at the All-Purpose Room, Institute of Fluid Science, Tohoku University, Sendai

Welcome:
Prof. Tani greeted on behalf of the Institute of Fluid Science, Tohoku University.
Minutes: The minutes of the last meeting (September 21, 2001) were read and approved. Prof. Tani reported the changing of a member, from Prof. Nishiyama to Prof. Maruyama, and it was approved.
Reports:
(1) Academic Liaison Office was established in the Institute of Fluid Science, Tohoku
University.
(2) Liaison Office Home Page was introduced to the participants. This web site will be
moved from the server of Prof. Takagi's laboratory to the server of Institute of Fluid Science. Academic Liaison Office will add Japanese pages to the Liaison Office Home Page.
Discussion:
1. Plan for collaborative research project
(1) Both parties will start to find the collaboration partners in Tohoku University.
(2) Both parties will discuss the possibility of Prof. Sysoev's fire extinguish device research project collaborated with Prof. Maruyama.
(3) Moscow State University announced the plan to invite Prof. Nakatsuka, Dean of Faculty of Engineering to "Moscow International Conference on Magnetism '2002" (The general chairman is Prof. Trukhin) next June.
(4) Prof. Tani suggested the possibility of the visit of President Abe, Tohoku University, to Moscow at the same period as Prof. Nakatsuka's visit. Detailed schedule will be adjusted after deliberations.
2. Exchange activities of researchers, academic staffs and students
(1) To enhance the contents of Liaison Office home page, some information about education, courses, curriculum will be incorporated.
(2) Moscow State University suggested the exchanging students in cultural programs.
(3) Prof. Takagi announced 1) Prof. Bozhko will visit his laboratory next February for one month. 2) Dr. Uchimoto will visit Moscow State University next March. 3) Mr.Ischuk was not able to come to Japan as an exchange student this time, because he could not acquire passport by the term.
(4) Prof. Trukhin asked the possibility of issuance of "diploma" when a student from Moscow State University stays at Tohoku University for a short period. Tohoku University will give a reply on this matter after the discussion with University officials.
3. Articles related to administration of the Liaison Office
(1) As a staff of Moscow Liaison Office, Ms. Vera Vasilieva was staffed, and she has created the Liaison Office Home Page, procedure for applying visas, and treatment for visitors. Ms. Naoko Ejima was staffed as a staff of Sendai Liaison Office.
4. Establishment of the Liaison Office on the basis of the memorandum between the two universities
(1) Liaison Office will shift from institute-to-institute level to University-to-University level in the near future.
(2) The new installation location of Moscow Liaison Office was discussed and it will be decided after due consultation.
(3) Prof. Sadovnichii, Rector of Moscow State University shall issue the official invitation letter due to the visit of Prof. Abe, President of Tohoku University next year.
(4) On the occasion of the visit of Prof. Abe, several events like ceremony, workshop, and some cultural programs will be considered to the extent possible.
(5) Next Joint Advisory Meeting will be held in Moscow.
5. Information exchange
(1) Possibility of obtaining grant-in-aid was discussed. Prof. Tani explained 1) there is no collaboration program at JSPS. 2) There are possibilities
