President of Tohoku University
comes to Moscow to open the Liaison Office
in Moscow State University

In June 19-22 Tohoku University delegation led by its President
Prof. Hiroyuki Abe visited Moscow State University
(MSU). The aim of the visit was to sign a
Memorandum on Organization of the Liaison
Offices between Tohoku University, Japan
and Moscow State University Russia on university-to-university
level.
On June 20 was opened Moscow International
Symposium on Magnetism. President of
MSU
Prof. V. Sadovnichii gave a welcome
speech
and introduced President of Tohoku
University
Prof. H. Abe, who also greeted the
members
and the organization committee of the
symposium.
President Abe delivered a brief speech
on
Tohoku University with slides. After
that
the Presidents met and discussed the
programs
of international cooperation and prospects
of future collaboration of the two
universities.
President H. Abe and President V. Sadovnichii
signed a Memorandum on Organization
of the
Liaison Offices between Tohoku University,
Japan and Moscow State University,
Russia,
clarifying all the questions, concerning
participation in the student exchange
programs
of two institutions. From the Russian
party
the signing ceremony was attended by
vice-president
for international relationships and
student
exchange Prof. V. Sidorovich., vice-president
for education Prof. V. Mironov, dean
of Faculty
of Physics Prof. V. Trukhin, dean of
Faculty
of Fundamental Medicine Prof. V. Tkachuk,
secretary general Prof. O. Raevskaya
and
head of Low Temperature Physics and
Superconductivity
department Prof. A. Vasil'ev.

After the signing ceremony President H. Abe
and President V. Sadovnichii moved
to Cryogenic
campus of Faculty of Physics to lead
the
ceremony of the establishment of the
Liaison
Office of Tohoku University in MSU.
The Presidents
cut the red ribbon before the entrance
to
the office, drank champagne for the
successful
work of the Liaison Office and broke
glasses
according to the old Russian tradition.
President
Sadovnichii said that it was "the
beginning
of the long way". Then the delegation
was invited to lunch, given by President
V. Sadovnichii in honour of President
H.
Abe.

Later the delegation met with vice-president
Prof. V. Sidorovich, responsible for international
relationships and student exchange. During
the visit he discussed with the Head of International
Student Center of Tohoku University Prof.
S. Sato the prospects of student exchange
between the two universities. An academic
agreement on student exchange with MSU was
signed in 1998, but still no students neither
from MSU, nor from Tohoku University took
part in exchange programs between these institutions.
But now, after the signing of the above memorandum,
the student exchange shall really begin.
Two students from the Faculty of Physics
were chosen by Tohoku University International
Student Center to take part in Junior Year
Program in English, which shall start from
October 2002.

The delegation also visited two faculties
of Moscow State University: Faculty
of Fundamental
Medicine and Faculty of Physics. Faculty
of Fundamental Medicine existed from
the
very foundation of MSU in 1755, but
in 1930
it was separated and became the Moscow
Medical
Academy. In 1992 the existing faculty
was
founded. The main goals of the faculty
are
to train qualified medical specialists,
to
integrate efforts of scientists of
various
branches for carrying out basic research
in medicine and to introduce new methods
of diagnostics and treatment of diseases.
The visit to this faculty leads to
the beginning
of collaboration in the field of fundamental
medicine. Tohoku University has several
institutions,
working in this field: School of Medicine
and affiliated to it Tohoku University
Hospital,
School of Dentistry (with Dental Hospital),
Institute of Development, Aging and
Cancer,
and Faculty of Pharmaceutical Sciences,
so
there is a lot of space for fruitful
collaboration.
The delegation was met by the dean
of Faculty
of Fundamental Medicine Prof. V. Tkachuk,
who acknowledged them with the main
data
of the faculty and showed around the
campus.

The Faculty of Physics, also visited by Tohoku
University delegation, is considered to be
one of the major faculties of MSU, as the
tradition of physics research goes back to
the very foundation of MSU. For collaboration
of two universities Faculty of Physics has
already played and will continue to play
an important role, as it was the faculty,
where the Liaison Office of the Institute
of Fluid Science was established in September
of 2001. It is also the first faculty where
the real joint work of two universities has
already begun. Several mutual projects are
now carried out in the field of Low-Temperature
Physics and some other projects are now in
the stage of discussion. The Dean of the
Faculty Prof. V. Trukhin and vice-dean Prof.
P. Kashkarov welcomed the members of the
delegation and discussed with President H.
Abe the prospects of collaboration of the
Faculty of Physics with several institutes
and faculties of Tohoku University, such
as Institute of Fluid Science, Institute
for Material Research, Research Institute
of Electrical Communication, Center for Northeast
Asian Studies, Faculty of Engineering and
some others.
